Tackling exposure: placing disaster risk management at the heart of national economic and fiscal policy

2011 was the costliest year on record for disasters – in economic terms – with estimated global losses of US$380 billion.

Not only were aggregate losses extremely high but the distributional and knock-on effects were also large. Recent data suggests that the floods in Thailand reduced Japan’s industrial output by 2.6% in November 2011 compared to the previous month, due to disruption to electronics and automotive supply chains.

The 2011 losses extend a trend that has seen global average economic disaster losses rise by 200% over the last 25 years in inflation-adjusted terms. The trend is predominantly the result of more people and assets being located in areas exposed to natural hazards.

Fossil fuel price shocks and a low carbon economy

The aim of this report is to enrich the discussion on the UK’s climate change policies by assessing how these policies could improve the stability of the UK economy in the face of global energy price shocks. Energy prices have been trending up over the past decade and have also seen increased volatility in recent years. High and volatile energy prices have a negative effect on the economy of an oil and gas importing country such as the UK. Policies aimed at reducing the UK’s dependence on fossil fuels intuitively will reduce the economy’s vulnerability to fluctuations in global commodity markets. To assess the impact of climate change policy on reducing the sensitivity of the UK economy to such shocks, we develop scenarios using both the Oxford Economics’ UK Energy and Industry Model and its Global Economic Model.

Using the Allowance Value from California’s Carbon Trading System: Legal Risk Factors, Impacts to Ratepayers and the Economy

This new report seeks to better understand California’s cap-and-trade program and different alternatives for how the state can use the allowance value created under the cap-and-trade program.

The findings in this report summarize a series of reports commissioned by Next 10 that represent the first extensive analysis on the issue of alternative uses of allocation value and the revenue derived from permit auctions.

“California policymakers are discussing how to spend this money right now, which will have implications for the state’s economy, family budgets, and California’s future,” said F. Noel Perry, businessman and founder of Next 10. “The major takeaways from these reports are that from an economic perspective, funding new energy efficiency programs produce the greatest economic benefits. From a legal perspective, these and other investments that further the goals of AB 32 are considered low risk. And, In terms of impacts on households, the research shows minimal impacts on electricity rates once the allowance value has been allocated.”

Inclusive Green Growth: The Pathways to Sustainable Development

Key Messages:

  • Greening growth is necessary, efficient, and affordable. It is critical to achieving sustainable development and mostly amounts to good growth policies.
  • Obstacles to greening growth are political and behavioral inertia and a lack of financing instruments—not the cost of green policies as commonly thought.
  • Green growth should focus on what needs to be done in the next five to 10 years to avoid getting locked into unsustainable paths and to generate immediate, local benefits.
  • The way forward requires a blend of economics, political science, and social psychology—smart solutions to tackle political economy constraints, overcome deeply entrenched behaviors and social norms, and develop the needed financing tools.
  • There is no single green growth model. Green growth strategies will vary across countries, reflecting local contexts and preferences—but all countries, rich and poor, have opportunities to make their growth greener and more inclusive without slowing it.

Meeting Canada’s 2020 Climate Change Commitments

Since 1992, the Government of Canada has made domestic and international commitments to address climate change, including commitments to reduce its greenhouse gas (GHG) emissions.

The Government of Canada has now committed to reduce its economy-wide GHG emissions to 17 percent below 2005 levels by 2020, in alignment with the United States. This target was set internationally in the 2009 Copenhagen Accord and has also been communicated in the 2010 Federal Sustainable Development Strategy.

In this audit we examined whether Environment Canada had established an implementation plan designed to meet the 2020 national GHG emission reduction target.
